Not sure where it came from but it is in the unit creation section. I have been able to recreate it every time.
Its in the distribution page of creation. If you have added then removed equipment to switch it out (and this works for everything, internal structure and armor as well as weapons and jump jets) it will leave a ghost item in the distribution page. It is making it very hard to place everything.

I just tried and couldn't reproduce this. I admit I did a very minimal amount of work. All I did was create a new design, then add a small laser, then distributed it and undistributed it. It worked fine.
Sadly, I may need more info to reproduce this. Can you do step-by-step from the point of designing a brand new unit. Be sure you "Reset" to get a unit from scratch.

So I have been working on a 55 ton design and I thought it was going OK, I was having no problems removing items.
Until now.
As I was writing the fluff I decided to make a change to the Internal structure from Composite to Endo. And changing the Ferro-fibrous to standard. Now the Ferro-fibrous won't disappear and the only way to do that will be to restart the design.

Still no luck reproducing, unfortunately! Any chance you can take screenshots of the 'General', 'Armor & Structure', 'Weapons & Equipment', and 'Distribution' screens after you encounter this next time? Maybe seeing what you're designing will help me. This is likely caused by some sequence of events, though. Maybe switching the chassis to Quad after armor is selected, or some other oddity. The fact you seem to be encountering it regularly makes me think it must be a common thing you're doing. Just need to figure out what that is!

I am beginning to wonder if it is being caused by my old tablet. It has a attached keyboard and mouse, but again it is old.
I did take some screen shots. How should I sent them to you?

It theoretically should work on a tablet, or any device for that matter! But if it's very old, I do wonder if there is some javascript I'm using that it doesn't support. Though I do see some of the designs you submitted appear to be using Chrome version 69, so that shouldn't really be an issue.
