Justifications:
My major reason is that Clan Snow Raven is definitly growing in the current time scale. They have a massive amount of power and the raw resources to take advantage of it. No other Home Clan or Invading Clan can match them now, and with the addition of Blood Spirit ground forces they could roll over anyone. Using their political accumen they could litterly take over the Council (something the Ghost Bears would probably support and aide them in), and then blast any opposition away.
Remember, Clan Snow Raven is MAD! They have been pushed around for a long time and have barely gotten any respect. Then Clan Jade Falcon messes around with House McKenna.
New Idea: Clan Snow Raven takes over and restarts the Star League. Rather then the "Clan" system, the Snow Ravens declare that the Clan system is corrupted beyond belief by the Crusader ideology, and that it is time for a Constitutional Clan system. A new great house is formed: House McKenna and they litterly brow beat all the other Clans into accepting it. Maybe one or two Clans resist, hard core crusaders maybe, and Clan Snow Raven orbitally bombards them, claiming they are not pure.
Boom: you take care of multiple problems at once.
All of the extra Clans no one ever wrote for are gone, replaced by the McKenna Protectorate or something like that. It has a tiny army (remember only like 1% of each Clan's population is military), but a huge navy (say 140 ships) that, of course, date back to the TRUE Star League, so they are old and starting to wear at the seams. The Protectorate, led by the McKenna dynasty (which breeds only two: the current Protector, and his or her heir. ALl others in the sibko are forced into different subHouses (which would work like Cappallan Warrior Houses).
So now you get ruling Families, which slowly back away from Sibkos and Iron Wombs because they are no longer popular with the huge amount of civilians under one banner. Not only that, but the Rulers of each Warrior House fear the competition, and instead things revert back to marriage and free birth (though the marriages are arranged). The old genetically engineered soldiers consider this to their advantage for holding on to power till they are ready to give it up. Very machiavellin (which is how Clan Snow Raven is described).
Clan Wolf and Blood Spirit would support them, as would the shattered remnents of the Diamond Sharks and Vipers. The Coyotes would fall in as well with limited deal making.
and Voila, a powerful Periphery nation that no one from the Inner Sphere will mess with, and no one in it is going to want to mess with. the McKenna Protectorate would have multiple Warrior Houses who would duel each other, and only their Fleet would be above it. Warships, however, cannot conquer territory so they end up guarding the Protectorate as it deals in politics.

Not really. Look at my justifications, it is what works in the long run. It could happen given current situations, and it isn't totally in favor of the Snow Ravens (note how I put in a lot about internal strife and fighting, no one likes to be forced about).
Besides I like the idea of Space Gypsies.

Also, think about it. with that much decay around the edges things will change. The Clan system can't work (no dictatorship ever lasts when major changes occure, like a full scale invasion, the strain on the system is to much). So their technology could fall back a long way, maybe to old Star League standards. This gives them some neat and nifty toys, keeps them above the Inner Sphere (which won't want to mess with them), and lets them be somewhat cool.

Ahh, its good to be awake.
Short question: Anyone have opinions on the assorted house leaders at this point? Anything look exceptionally good? Bad? Vampire's already chimed in, but I like to keep my ears open.

Personally I like the latest Davion. Its almost enough for me to start making stories for your system, and mechs for your system. Actually let me convert the Wellington to Lev 1 tech and you could make it a staple version of House Davion forces. Its cheap (even with Lev 2 tech it was CHEAP!), strong, reliable, and manuverable. It follows Davion design philosophy and could easily become a staple of their forces. Heck with proper performance and a damn good pilot one of those could probably hold off a lance of other machines of equal weight (hence hwy it would be so popular to the Davions with their small army).

Tho I think Raven went a bit overboard on his plan for the Clans, he did bring up a point, Wolf's Dragoons... In the current timeframe they are virtually a IS State in and of themselves... Have your figured out what you are going to do about them?

Old Dog, what exactly happens to the "Star League"? Do they dissolve, admitting it was a sham? And if so, how does Clan Nova Cat react to this?

A few more thoughts:
The Hasek-Davions... with the absorbtion of the Capellan March into the Capellan Confederation, the Hasek-Davion family now have no area to be the Duke/Duchess of... So what happened to them?
And what is the general opinion of the different Nations of eachother. The FWL and the DC are fine with eachother, while on the other hand LA and FS probably aren't too friendly... Any other thoughts?
As for the Rulers:
Victoria Davion: She's what a Davion should be... Noble.
Zhu Liao: A Liao is a Liao... they are all nuts... so he fits the bill.
Von Steiner: *rolls eyes* Typical Steiner...
Tetsuo Kurita: I kinda like what you did with the Draconis Combine... but not the way you did it. Unless Hohiro had a distinct reason to dislike the Yakuza that I don't know about, his life was saved a few times in the Clan Invasion War by the Yakuza.
For an alternate idea how about this: Hohiro's son, Tetsuo, who probably didn't join the DCMS until after 3075 would never have had such a hellish time as his father. Due to unfortunate heart problems, Hohiro's reign as Coordinator was cut short during 3096, a mere 14 years after taking the title. Tetsuo, only 26 at the time, took the throne. At this point, it mirrors what happened to Hohiro, with the 1 year reign. After Tetsuo's unfortunate death, there was a brief period before another Kuritan heir was found, Akane Kurita. What only a handful of people knew was that Akane was in an intimate relationship with a member of the Yakuza, (not even Akane knew this) Jochiro Wantanabe. Also, it should be noted that it was no coincedence that a) Akane was in a relationship with Jochiro, b)Akane was chosen to be the Coordinator. Using this connection, the Yakuza (did what they did with Tetsuo, with all the reforms).

Ok now for the big question.
In the times since that enc of the clan wars has the Inner sphere gained the same technology techniques as the Clans? Meaning is the IS capable of making the making a PPC at 6 tons not 7, ect..
I ask because in almost 100 years of contact they should have made some leaps in this department.
I have completely lost my train of thought.

Sounds cool (though I dislike FS getting the short end of the stick, it was well delivered) My problem is--Defiance. It's Steiner's crown Jewel, and it's smack dab in the middle of the new Skye republic. What happens to it, 'cause it don't seem like something a Steiner would let go of, the most profitable and defensable, and possibly largest factory in the sphere...
As to giving the Taurians Househood--COOL!
