5-8 is best I think...adding 5 JJ is fine too. 3-5-3 second best. For anything else, I'd need a REAL good reason to have that.

5/8 is a good balance point. 45T or less i'll accept 6/9.

It annoys people when I say this, but if you're 6-9, don't add 6 jump jets. Add 5. Game mechanically it works better as jumping 5 or 6 generates the same +3, and at the lower weights, you save the half-ton, which might be important.

Soung logic, until that heavy woods hex you want to jump in is 6 hexes away!!

Depends on the purpose.
I tend towards:
3/5: weapons platform.
3/5/5: heavy cavalry
4/6/7: heavy scout
5/8/10: scout/harasser
5/8/5: discount trooper medium
4/6: cost effective heavy
2/3: more extreme weapons platform with budget concerns.
1/2: I'm probably doing something involving playing the BV system.

If you mean: designing to win the game rather then conforming to fluff that is so ridiculously non sensible as to be meaningless.
Then yes.
Also orbital bombardment exists. Most mechs are invalid.
