Do they have any place in the game or should they be left out?
If you think they do belong could you share your reasons why?

I think they do IF used properly. So did recoilless rilfes (anyone remember those from TRO 3026?), but like a lot of stuff have pretty much been forgotten.
Loved equipping a platoon of jump infantry with ManPack PPCs and wonders why BA doesn't have it.

Aren't there already mortars in the Tactical Handbook? Never used them but I like anything that can indirect fire for campaigns and such.

Sure... especially with some of the strange rounds that are coming out of mortars nowadays...
BTech is right now a small unit game.. If you get to the strategic level where you are moving large numbers of troops from place to place, line of support, and artillery start shining..

Just remember that supply lines and artillery don't mix. Unless you've got the artillery and the other guy's got the supply lines.
My personal fave is dropping white phosphorus on infantry. The screaming, the yelling, the running. God, it's beautiful.

On tanks (track or wheel) or quads. The very physics of mortars suggest that biped jobs would most likely not be able to handle the kick.

I cooked up some rules changes and the mortars work fine. They are primaily an infantry weapon. They do well against entrecnhed postions or slow movers. Also do a good job of laying down smoke. They are more a nusiance but can affecth the flow of battle.
AWAD- Entire mortar comapny stopped a light lance once
