I'd have to say that it is humanity in general that is twisted, in such a way that most great developments for civilian use can through military applications (RADAR, superglue, etc).
This isn't just limited to the (fictional) 31st century, but to the world around us today.

The Inner Sphere exists because of KF drive. The question stands "Greatest invention ever FOR the IS", not "... made by IS".

DHS might be the greatest invention for the IS, but it was the worst invention EVER for the Battletech game, closely followed by xl engines and the Guass Rifle, and pulse lasers.
Back in the day (level 1) when you had to actually "account" for heat and deal with its effects, the game was really great. Now its kind of: "two mechs turn the corner...see each other....alpha strike with about 6-10 weapons each....destroy each other.....yawn......."
or
" Mech 1: I target you with my 8 pulse lasers, after jumping 11 hexes, yeah you're basically toast"....Mech 2: Oh yeah! I target you with my 4 guass rifles with my targeting computer on your left torso (read: XL engine)..you're toast!"
Do I sound a little bitter?

Not at all.
Though that is why I dont use the pulse laser I dont mind gauss rifles to much, the xl is ok but I rarely use it any more due to cost

The high heat outputs of the ER class of energy weapons are a moderate balance for the DHS's though. Also the fact they are 3 times as big.

But the fact still remains. Swapping engine single heatsinks for freezers will give u the cooling power equivalent to another 10 tons of single heatsink upgrades.
That's a godsend.

The C3 Computer is the greatest combat innovation that seemed balanced.
My idea of a broken item is something like the double heat sinks. If someone told you now that double heat sinks are 1.5 times heat sinks. So you only gained 3 dissapation for 2 heat sinks would you still take them in a heart beat.
The answer is a resounding yes. At least if you want ER anything. Pulses are barely more managable.
The Targetting computer or DHS are the most broken things in the universe time line.
