"Shave and a Haircut?"
The partys' immediate superior chastises them for letting their hair get too long, and gives them 24 hours to go get cleaned up. The unit barber (if they have one) is sick, so unless they want to try and give each other haircuts, they've got to run into town. It isn't until the bulk of the party is in the chairs and lathered up that some robbers try to hold the place up.
A player with Sixth Sense will detect the robbers before they make it through the door, giving the party just enough time to draw their guns (the robbers already have their guns ready). Otherwise, the characters in the chairs will have to make an opposed Reflex check against the robbers; if the robbers win, then they get a surprise round against them.

As tough and challenging as these missions are, i wouldn't exactly call them "cruel". I think that they are just the sort of problems that I'd like to solve in a good RPG night.
If you want cruelty, one of my friends, who happens to be the GM for our games, has a 101 ways to screw PCs page. I'f I can get them off him, I'll post them here.

So, what do you do if they op to just do it themselves? That's what I do.
