That's hard to say. Especially since you've mixed Clan and Inner Sphere weapons. But mostly because I don't have a single preference.
For IS, I dislike pulse lasers. Too short ranged. X-Pulse lasers gain some range for quite a bit of heat, which would be worth the tradeoff if you have the heat capacity to burn. I prefer ER larges and smalls (when I must mount smalls). The choice between standard or ER mediums depends on how many lasers I'm using, and how my heat works out. Unless I have lots of heat sinks and little remaining tonnage, I tend to prefer the larger number of standard mediums.
For Clans I tend to prefer the ERs. However, I have a great appreciation for the TC/heavy laser combo; especially heavy mediums, which have incredible damage in exchange for high heat and negligible tonnage. I won't complain about pulses if I get them, but I tend to avoid them (especially larges) in my own designs; primarily because I like TCs, and I don't want to be too munchy.
I don't see the point of ER pulses; losing half the modifier, with greater heat and crits, isn't worth the pathetic range increase. At least X-Pulse lasers make sense; ERs make none at all.

Inner Sphere, there are no better weapons than the simple Medium Laser. It is heat and weight effective.
Clan, even though they are munchy as hell, the clan Pulse lasers are nasty things to bring to a bar fight... specially if you tag it with a targetting computer.

I personally prefer ER Lasers. I do well with the extra range gained by them, and the clan ER Medium Laser is actually one of the most effecient weapons (7 damage for 1 ton and 5 heat!) and so is the stock medium.
And I don't see why anyone but a fool would bother with heavy lasers.

Everyone knows that Clan Tech is munchy already.
IS ERs mediums are not worth the heat but are applicable in certain situations.

I like the ER lasers the increase in range is tacticaly impressive especialy in the small and medium classes a mech with a battery of standard small lasers is not going to be effective until it closes to point blank but the increased range of the ER small makes it viable on the battlefield and allows a small fast mech to pack a decisive amount of close range firepower the damage per ton of weapon is most impressive.

Because they have massive damage. They're also light for their damage. What else does 10 damage per ton at short range?

No. Heavy lasers are light, where MRMs are very heavy. Heavy lasers need no ammunition, where MRMs need lots. And heavy lasers' inaccuracy can be negated by a targeting computer; and unlike MRMs, heavy lasers only have to hit to do all of their damage.
