Reading through some mech reviews, I've noticed some dispute over what, exactly, an omni design is allowed to do. Have the rules changed through various editions and TRO's?

The rules I remember (from the 3050 TRO when it first came out):

Crit space allocated to XL's, FF, EC, or MASC cannot be altered, nor can armor be changed in any way.

Integral heat sinks cannot be removed. Any additional heat sinks have to use pod space, even if the engine is large enough to accommodate them.

Arms are only reversible if both arms don't have hand or lower arm actuators- and this must be declared when the base chassis is designed. I also remember that mechs without lower arm actuators suffered penalties to piloting rolls made when trying to stand up, but I can't remember exactly what the penalty was.

Hand actuators can be added on just like other equipment, but they cannot be put in an arm that mounts a weapon larger than an ER Large.

Jump jets and other equipment may be added, but cannot be taken out if it is part of the base chassis.

Weapons and equipment can be mounted in any slot with enough space- including the head and CT, as long as the location hasn't been declared as not having pod space (such as the torsos of a Battle Cobra).

This is what I can remember. Has anything changed in the newer editions (or level 3 supplements)? Did I forget something? Are IS omnis built under stricter rules?

Not in the level 2 rules there isn't...

IIRC you don't have to declare anything about the Omni arms. The Lower Arm and Hand Actuator are pods to start with. You can't mount them if the arm carries a PPC, AC or Gauss. You get all benefits and disadvantages of mechs created without those actuators.

The only penalties for missing / non-existant arm and hand actuators is for punching. You may be thinking of the level 3 armless mechs, but that is completely different.

Battle Cobra can mount equipment in torsos, but fluff states that standard practice is to mount weapons in arms and leaving torso for DHSs, TC, ...

IS omnis use the same rules as clan omnis. Is and clan omnis can use weapons from both techs if they are mounted in omni-pods.

Maybe some earlier machines (Black Hawk-KU, Blackjack, Raptor) were unable to do so, but this was changed later.

So, now the arms can be reversible or not, depending on configuration, and the only drawback of removing the lower arms is in physical combat. What is the benefit (other than for punching and critical sinks) of having lower arm actuators without hands?
