The designs are the Cicada CDA-3C and the Hermes II HER-2S.
The Cicada has the advantage in speed and long range firepower. Hermes II has superior close range firepower and heavier armor.
Terrain is the standard battletech map with rolling hills and patches of woods. Lay out four so there is plenty of room for maneuver.

The low-down:
The Cicada has a PPC, making it trouble at range especially for lighter 'mechs. It has the heat sink capacity to fire the PPC every round and walk at the same time with no heat buildup. It has twin machine guns for close in, which it can use at the same time as the PPC. It also has but four tons of armor, and 7/11 movement.
The Hermes has an AC/5 with the same ranges/minimums as the PPC, but less damage. However, the Hermes can run full tilt at no heat buildup, messing up the Cicada's To Hit numbers a little more. A movement of 6/9 and 7.5 tons of armor allow the Hermes to stay at a comfortable distance and expend all of its ammo before trying to close. The flamer on the Hermes will help limit the Cicada's use of the PPC up close, which can be the difference between winning and losing.
If the Hermes can get in close (and stay there), it will have a good chance at winning.

My vote goes to Hermes. If there was more room, than Cicada may try to bombard Hermes from long range until the AC ammo runs dry and then dance around and try to avoid laser fire, but in smaller area four tons of armor aren't sufficient. CDA may win, but it will have to try harder than Hermes.

You don't think four maps is plenty of room for the Cicada to maneuver in?

That depends on what you call standard BattleTech map, if you said four map sheets, than it would be large enough (still Hermes seems to have good chance to win), but my box contained only two sheets (local edition, I'm not too familiar with "standard" terms, so I assumed that this would be similar)

Cicada because it has the speed to control the range and the Hermes has to close to outgun it and has to worry about ammo limits on its only long range firepower.

The Cicada should be fast enough to keep the distance to hit the hermes with its PPC. The Hermes is too slow to both catch up to the oppontent and get good enough defense targeting numbers. The standard battletech map is open enough for the Cicada.

Am I the only one that noticed the rolling hills and sparse woods? If the Hermes plays it right it can run in between the hills and forests to stay out of the line of sight of the Cicada. At the beginning it should only pop out to take a pot shot with the AC5. It can also use that flamer to set fires to the wood to create screening smoke. The Cicada is dangerous with that PPC but it is a one trick pony, the Hermes has a few more options to play with tactically. I see this as another close match if played right. Pretty mentally challanging for both players.
