I never saw Arrow IVs as being particuarlly good in the anti-aircraft role for some reason...

Well, aren't Arrow IVs supposed to be somewhat clumsy? They're artillery after all...not especially know for their accuracy or percison homing, double so when theres no TAG or Narc on the target...

To hit number is 9 + modifier for your movement (and current damage). Against VTOL using advanced movement modifiers and flying at long range of your other weapons it isn't that much. Missed shots may still scatter somewhere near.

That's probably the idea here. Arrow IV area saturation munitions cause damage in the target hex and the six surrounding hexes. It's a good weapon against vehicle squadrons, less so against a lone unit.
Be nice and use Inferno IV munitions instead...

Sorry, you can use only standard ammo for artillery flak.
