Once in a while, a friend and I drag out the worst "experimental" mechs we have on our construction programs. Then we proceed to slug it out, standard rules but arena type matches. Sometimes we agree on conditions for the contestant mechs, such as weight, prices, tech level etc. This one had two conditions: tech level 2, cost max 10 million c-bills. A modified Banshee, perfect
for killing stuff in a city or anywhere else if it`s got friends.

You say its for city fights but that Guass Rifle is not a city weapon. Sure its big, and sure it has a nice pounding feel to it.. however I would put a large pulse laser or AC/20 in its place. More appropriate for a city mech.
Also some machine guns wouldn't hurt, cause every city i've fought in had infantry to bring the vile Mech to its knees!

EDIT - I do like the Streak SRM6s and jump jets. the head mounted medium laser i'd move to a torso and mount rear. You never know who will sneak up behind you in a fight!

Mounting something in the head is just common sense, like filling up the Center Torso to take the edge off those snake eye results. Not that I need it so much anymore, we use the Floating Critical from MaxTech.
The Gauss is there because it gives the machine some effectiveness at range. The hatchet was basically to spend a few tons without going over the C-bill limit
BTW, ACs cost incredibly much even compared to the Gauss, what`s wrong there?
And since infantry wasn`t a problem, there was no need to mount MGs. Just attach it to
a lance with some real multi-purpose mechs.

AC20 and a guass rifle both have the same base cost (300,000) and AC20 ammo is cheaper (10,000 vs 20,000). If you check the costs of the "head hunter" weapons you'll see they are all fairly expensive.
And I agree with Raven, the gauss really doesn't have much use in a true city fight. It's range won't come into play that often in a street fight. Since you already have CASE I suggest changing the gauss to an AC20 +1 ton of ammo, and the MPL to AC20 ammo.

My guess is that the BV might go down, but I didn't figure it out (nor plan to).
Cost seemed to be the issue with this mech, so based on what it's MOS is I think the AC20 is a better (and more cost effective) choice.

I ran into some critical slot problems with the AC/20, but it was possible after some juggling and dropping two Medium Lasers for another Medium Pulse Laser. Price still under 10 million, but that was an objective only when I originally built it.
So I decided to just go for an Ultra AC/20 instead. Three tons ammo, drop a Medium laser and move one ER Medium Laser. Here it is:

I think I`ll stick with the Gauss version
myself, on account of heat. That UAC/20 is
a real heat hog, you don`t get a chance to
fire very many guns besides it. And I didn`t
mount too many heat sinks. I`m already past
the stage where you learn heat management

You have 11 doubles:
Jump=3
UAC20 (on ultra)=16
2 ERML=10
SSRM6=4 (we'll presume it fires )
Total heat after heat sinks=11
11 heat is -2mp (but you can still jump 3 ) +1 to fire. Next turn you jump (if you need to) and fire the pulses and maybe the SSRM6.
You've got a lot of armor on that mech, might as well use it--not too many mechs can take very many turns of an UAC20 plus a few other weapons.
