Keep in mind that this is all for a campaign I'm doing.
I just want feedback as to whether or not these items are unbalancing, and how much they should weigh / cost.

Background -
The nation of Centralis has mountain chains on three borders, and is covered with forest. The nature of the terrain has made it so that the military has had to supplement the regular soldiers with commandos who specialize in moving quickly through the terrain. In war, they serve as scouts and saboteurs; in peace, they act as messengers for the more remote settlements and outposts.
However, supplying them soon became an issue. As they'd be gone for extended periods at a time, they needed some way of getting food, drink, and other items on a consistent basis. Having them carry a large supply was counter-productive, as it made them move too slowly. Eventually, Centralis turned to its sages to help figure out a solution.
Wineskin of Plenty:
This item appears to be a masterwork wineskin. When the user speaks a specific phrase, the wineskin instantly refills itself to capacity with whatever liquid was poured into it during the enchantment process (usually fruit juice). Any liquid that is not spent remains in the wineskin for future use; in fact, this can be used to trick others by making them think that the wineskin only contains a limited amount.
Ration of Plenty:
The Ration of Plenty is a square metal box; three sides have latches, while a fourth has a hinge. The top has two pairs of metal rings, allowing for the box to be suspended over a cooking fire; note that if anyone touches the hot metal without gloves, they take 1 HP fire damage.
The Ration of Plenty functions similarly to the Wineskin of Plenty; when the specific phrase is spoken, the box fills with food. All the eater has to do is open it, locate the enclosed metal spoon, and eat. The food often has an unpleasant taste, but is nutritious enough to keep someone going; a standard meal is stew (dried meat, tubers, and vegetables), dried cheese, and hard tack.
Oat Bar:
The oat bar is what we would know as granola. It was intended to be used as a quick snack in the event that a commando becomes hungry but does not have time to pop open the Ration of Plenty.
Seed Pouch of Plenty:
This is a small yet fine pouch that contains seeds. While the seeds can provide an excellent snack, rangers or druids serving as commandos often use these seeds to start small gardens or forests.

I would use the Ring of Sustenance (p. 233 Dungeon Master's Guide) for reference (2500gp market price) or Wand creation rules (the items would have 50 charges)
Water Skin - 2 galons of water per use, 50 charges, 375gp, 15XP, You need 5th level Cleric to create this (I use the lowest level of spell and caster possible).
Whole set with Create Food and Water cast on it - Food and drink for 5 horses or 15 humans per use, 50 charges, 11250gp, 450XP, 5th level Cleric needed.
On the long run It may be easier to teach the scouts Survival skill (and give them items that give bonus to this skill to offset the movement speed) so they may provide food for the group or to position a cleric of 5th level to the group.
These items aren't unbalancing, but probably quite expensive, unless this is a high magic setting (something like Eberron). Of course you may use watered down spell of your own that wouldn't need so high caster level and through this it would lower the cost. If you want to tease the PCs a little give them inteligent variant of these items (permanent items sometimes gain intelligence while created) that will constantly try to inform the PCs what food is the best for them and how unhealthy tood do they eat...

Check the Arms and Equipment Guide. I think theres a few items in there that already do what youre looking for....

I like them they arent unbalancing. I like the Idea of being able to summon food when you need it instead of either carrying it with you or having to hunt for it. Though I think there are some versions already as DarkAdder has said. But region specific items are always fine.
One thing on the Ration of Plenty, though. I would make it a bag that summons some basics and then make them use the cooking skill to make a stew or something else. That way it can be rolled up tight and take up less space. If they are going to be traveling across country a metal box though empty is going to take up to much room,

One of the popular items of Czech fairy-tales is "ubrousek prostri se" literally tablecloth-lay-yourself this piece of cloth produces any food desired when commanded to do so (I don't know if there is something like this in your fairy tales too). Another funny item is "Hrnecku var!" (Cook Mug!) a mug that produced sweet gruel when you said "Cook mug!" You can imagine what happened when you forgot that the command for the mug to stop was "Enough mug!"

Do you have gnomeish tinkerers in your universe (I ask because worlds tend to be different.) If you have them as part of the town, they could have made the Collapsible Gnomish Cornucopia. A folding metal cornucopia basket that folds into a metal disk 1 inch thick by 6 inches across, it weighs 2lbs.

The only enclave of gnomes that would be accessible to this nation reside in a small protectorate state that's at the far corner of the nation's boundries. It'd take a number of commandos just to deliver everything from there with any real haste.

I kind of thought so. But as for the Rations of Plenty I would still go with a bag and make them cook, the commandos will want to travel quickly and quietely, the metal box could brove to heavy loud and big to be really useful. The Box version sounds more like a regular armymans equipment kit.

Cloak of Kittens
A wizard created this as a birthday gift for his daughter, who grew up to become a famous cat breeder.
This "cloak" looks like an overcoat. There's two large pouches, with one on each side. Once per week, if the wearer speaks the magic word 1d4 kittens will magically appear in each pocket. Each kitten is healthy and is around 6 weeks old.
Although originally created as a novelty item, the cloak has proven to be surprisingly popular. The kittens are intelligent enough to find their way around and recognize natural prey within a mere 24 hours of summoning, meaning that even large hordes of rats can be turned away by just a cloak or two.
