This is a situation to where a person is so awesomely bad at a particular skill that they have negative skill points, resulting in a penalty each time they attempt to use this skill.
In exchange, a player gets one positive skill point for every three negative skill points they acquire.
IE, you've got a character who is a grunt that doesn't like dealing with politics. If this character takes a -1 penalty each to Bureaucracy, Protocol, and Negotiation, they can get a +1 bonus to Support Weapons. _________________ "I wish I could write as mysterious as a cat." -Edgar Allen Poe"I knew there was something special about you, but I never realized you were really a cat." Sounds like a way for people to get extra skills with little drawback. Similar to how the worlds population likes to give low charisma and high dex or strength in AD&D _________________ Mordel Blacknight - Site Administrator

Actually when it comes to racial adjustments in 3rd edition D&D the recommended ratio is 1 point of Strength, Dexterity or Constitution for 2 points of Intelligence, Wisdom or Charisma... so Wizards do that in official books
The problem is that I have no idea what are the mechanics like in MechWarrior RPG. _________________ The dragon NEVER sleeps!
