If a mechs back is against a building, can another mech on top shoot them in the back? This would still allow the plus one damage.

That goes into the line-of-sight rules, which cover situations regarding elevation.

If the mech to the rear was on a level 1 elevation, then not only could they target the mech lower than them all successful attacks would go to the punch location table and thus greatly increase the odds of a head hit. Might be worth it to attempt a kick at that point as well.

If the mech is higher than this, however, you'll have to consult the appropriate chart (unfortunately, I don't remember the page number) to see whether or not the lower mech would be visible.

And of course, if there's a building physically between the two mechs (use a measuring tape or other reputable object to mark a line between the centers of the two hexes) then there's no line-of-sight at all.

Turns out your answer is on Page 41 of the Alpha Strike, Commander's Edition book:

"Adjacent Ground Units: Ground units in base-to-base contact always have line of sight to each other, unless one unit is completely submerged in water and the unit it is in base-to-base contact with is not (see Terrain Modifiers, p 43), or the units occupy different levels inside adjacent buildings (see Attacking Units inside Buildings, p 73)"
