It depends on the area of space. The Chaos March should actually be ripe for piracy given the breakdown of order there. And I wouldn't be surprised if there were pirate raids eminating from there into almost all the Houses. And given the fact that the Grey Death Legion is almost dead and that the Northwind Highlanders are split (the elements tracing to the Royal Black Watch left for the Star League), the odds are pretty good that someone is there ready to take advantage.
Also, since most of the Houses are hurting after the Civil War, some are probably taking the initiative to raid the border worlds, as forces were stripped from several IIRC.
