I think it was in Max Tech, or might even be one of those optional Level 3 Rules. I think Max Tech had a rule where each turn you stood you could get a -1 for up to 3 turns or something and you couldn't fire any turn. Essentially like you were just locking in on your target. It's also an rule in the Solaris7 Dueling rules: Careful Aim. As Mordel stated a -1 mod per turn up to three consecutive turns you can not move and hold fire.Then when you decide to, fire with the appropriate bonus. It makes sense within those rules as regular rounds are now divided into 4. Works well against jumping targets who are moving in a straight line through your line of sight for consecutive turns.
Never seen it as a regular BTech rule however
