Straight up question:
Which would you rather have as a recon mech: a bipedal chassis or a quad chassis and why?

Custom or canon?
Canon, I'd take a Biped. The 3 quads are relatively limited. Goliath is support, Scorpion is okay scout hunter/recon, Tarantula is good scout.
Customs, I'd have to go quad. It's much easier for a quad to go hull down and hide than a bipedal mech. Also a smaller quad may be mistaken for a vehicle at a distance while a 2 legged mech could be mistaken for nothing else.

It depends on what kind of organisation I have.
Small general purpose units can't afford to be too specialized, so most mechs should be suited for several tasks. Recon mechs should be humanoid with hands so they can help with tasks besides scouting.
In a large enough force the recon mech will not have to do anything else, so it doesn't matter if it lacks hands. This doesn't mean it'a quad, though. Locusts are fast, cheap and plentiful. Ideal recon units.
Quads are just weird , for lack of a better word.

I would probably try to design my own Quad scout, but I think that both types can perform well. For lighter chassis (up to 30 tons) the quad seems to be better, but with increasing weight I would prefer bipedal chassis.

I believe that quad designs naturally lend themselves towards light and medium class. The stability and mobility (sidestep) offered by the quad is more usefull here, while the lack of space (and arms) makes them less usefull as weapon boats.
On the other hand, under level 3 rules quads can mount full turrets, so they can become the literal walking tank, and making them rather useful for defensive operations.

Aside from the piloting bonus, quads seem for the most part, to be inferior to bipeds unless using level 3 rules/equipment. Bipeds allow for more equipment and larger firing arcs (torso twists). So recon or not, I'd rather be using a biped.

I'd have to say that it depends on the exact scout role that's being filled. If it were to be just a generic scout, Bipeds are better in my opinion. However if you're looking to make a recon mech for say... low rolling hills with the occasional treacherous terrain then a quad would be more suited.
In the end it also depends on how you use scout mechs. For me I prefer Bipeds because I like to use them for hit and fade style attacks where the greater firing arcs are a great asset.

Urban or close-in environment (heavy woods, mountains, hilly terrain, etc): Quad. REAL easy to go hull-down and hide. Extra stability is extremely helpful.
Other terrain types: Biped. Expanded chances for open combat neccecitates expanded firing arcs.

I am prejudiced towards quads, but even if I was not I still think bipedal chassis would be the best. I had a bad expierience with a Taratula, and it just sucks. So bipeds all the way.

Bipedal...
1) Quads have FOUR legs, so you need more weight on armor or thinner armor all around
2) Low is good, but it sucks to take a hull breach shot in lvl 1 water...Plus lower perspective to what your scouting (try seeing over a wall in one). And try not to run into BIG rocks.
3) Quads look like something difficult to ride in fast.

Biped for mechs works. Quads are more of or as I seem them chassis for support units like something with big guns or missile systems.
Only thing a quad has going for it is hull down option.
