This was what I Imagine the First Flea as... an Armless, Jumping Harrassment Tool. Not as Fast as a Locust, but more than fast enough and jump capable enough to harass enenmy units.

Not bad for built up areas without serious opposition. Why it's lvl 3?

I know that its "armlessness" is the clue on this Flea but what about seeing that boxlike weaponpods on its side as arms without lower arm and hand actuators?
Your Flea would be able to bring its armmounted weapons to bear on opponents ( infantry!) appearing in its rear-area!
