This is something for a region in the campaign I'm running.
1. All citizens between 16 and 42 are considered part of the military for so long as they reside within this region. While the citizens may choose between formal military service (academy or enlistment at stage 3) or active/inactive reserve (paramilitary*) in conjunction with their day job, they must serve in some capacity.
2. Due to the small size of the military even with the mandatory conscription, cross-training is encouraged for all citizens who become full-time soldiers. If the character does not take a second MOS during training or make a token attempt to pick up skills from another MOS later on in the creation process (even if it's at the very end, when all the skill points are being added up), then they receive Stigma / Didn't Cross-Train [1]; there are, however, no penalties as far as rank and advancement. Citizens who go into the reserves are not held to this.
3. The region in question was settled by a handful of religious groups seeking to escape persecution. As such, the region is openly religious. Even if a character does not subscribe to a particular religious faith, for every 2 years that a character lives in the region beyond stage 1 they receive 1 point into Academic / Comparative Theology or Academic / [specific theology].
