This is a situation to where a person is so awesomely bad at a particular skill that they have negative skill points, resulting in a penalty each time they attempt to use this skill.
In exchange, a player gets one positive skill point for every three negative skill points they acquire.
IE, you've got a character who is a grunt that doesn't like dealing with politics. Actually when it comes to racial adjustments in 3rd edition D&D the recommended ratio is 1 point of Strength, Dexterity or Constitution for 2 points of Intelligence, Wisdom or Charisma... so Wizards do that in official books
