This is my favorite out of the mech's I've designed for my CWiH project. Not my best, just my favorite.
I'll start with the unallocated base, then paste the configs I made.

NOTE: Gulo is another name for the Wolverine which is a Gulo Gulo:
"The wolverine (Gulo gulo) is the largest land-dwelling species of the Mustelidae or weasel family (the Giant Otter is largest overall) in the genus Gulo (meaning "glutton"). It is also called the Glutton or Carcajou. Some authors recognize two subspecies: the Old World form Gulo gulo gulo and the New World form G. g. luscus. A third subspecies limited to Vancouver Island (G. g. vancouverensis) is also occasionally described; however, craniomorphic evidence suggests that the Vancouver Island wolverines are properly included within G. g. luscus.

==Overview:==
The Gulo is a Clan Wolverine heavy OmniMech that remarkably resembles the
Summoner. This is attribued to the now known fact that Wolverine scientist and
merchant castes stayed in contact with their counterparts in other clans.
While similar it is different in a few major aspects. For one the head
isn't off center and the Primary configuration has dual shoulder mounted
missile launchers instead of one.
==Capabilities:==
Having a large number of standardized configurations thae Gulo is easy to
adapt to any role. This makes it a favorite with many warriors. Add this to
the fact that it is also well armored and very maneuverable, and you can
easily see why it is one of the most common mechs in Wolverine service.
==Variants:==
The Primary configuration of the Gulo is an almost exact duplicate of the
Summoner fielded by the other clans. It has the same movement profile, and
carries the same Extended Range PPC / LB-10X Autocannon main weapon
arrangement. However it then has dual 5 tube missile systems instead of the
Summoner's larger single 15 tube system. The addition of an ECM allows for
more versatility.
Alternate configuration A keeps the ECM of the Primary, but drops
everything else to mount two extended range large lasers and two extended
range medium lasers in vambrace pods. A Streak SRM system is mounted to the
outside of the lasers inside each vambrace as well.
Alternate configuration B is set up as a long range hitter by mounting a
Gauss Rifle and 2 extended range large lasers. These are backed up by a single
extended range medium laser.
Alternate configuration C seems to be a less ammo reliant method of the
Primary config, wielding a second ERPPC and some more heat sinks instead of
the LRMs and ECM.
Alternate D takes Alt. A and swaps the Streak 6 packs for Streak-4s, then
upgrades the lasers to pulse variety. This requires the removal of the ECM as
well.
While rarely seen, the Alternate E seems to be designed to function in a
restricted terrain environment. It mounts a class 20 large bore autocannon and
a trio of medium lasers. The one concession to long range weaponry is a pair
of LRM-10 launchers, but with only a single ton of ammunition.
The final standard configuration, Alternate F, is a missile platform. It
carries three 20 tube missile systems, an ER large laser and two ER medium
lasers.

The Gulo is a Clan Wolverine heavy OmniMech that remarkably resembles the
Summoner. This is attribued to the now known fact that Wolverine scientist and
merchant castes stayed in contact with their counterparts in other clans.
While similar it is different in a few major aspects. For one the head
isn't off center and the Primary configuration has dual shoulder mounted
missile launchers instead of one.
==Capabilities:==
Having a large number of standardized configurations thae Gulo is easy to
adapt to any role. This makes it a favorite with many warriors. Add this to
the fact that it is also well armored and very maneuverable, and you can
easily see why it is one of the most common mechs in Wolverine service.
==Variants:==
The Primary configuration of the Gulo is an almost exact duplicate of the
Summoner fielded by the other clans. It has the same movement profile, and
carries the same Extended Range PPC / LB-10X Autocannon main weapon
arrangement. However it then has dual 5 tube missile systems instead of the
Summoner's larger single 15 tube system. The addition of an ECM allows for
more versatility.
Alternate configuration A keeps the ECM of the Primary, but drops
everything else to mount two extended range large lasers and two extended
range medium lasers in vambrace pods. A Streak SRM system is mounted to the
outside of the lasers inside each vambrace as well.
Alternate configuration B is set up as a long range hitter by mounting a
Gauss Rifle and 2 extended range large lasers. These are backed up by a single
extended range medium laser.
Alternate configuration C seems to be a less ammo reliant method of the
Primary config, wielding a second ERPPC and some more heat sinks instead of
the LRMs and ECM.
Alternate D takes Alt. A and swaps the Streak 6 packs for Streak-4s, then
upgrades the lasers to pulse variety. This requires the removal of the ECM as
well.
While rarely seen, the Alternate E seems to be designed to function in a
restricted terrain environment. It mounts a class 20 large bore autocannon and
a trio of medium lasers. The one concession to long range weaponry is a pair
of LRM-10 launchers, but with only a single ton of ammunition.
The final standard configuration, Alternate F, is a missile platform. It
carries three 20 tube missile systems, an ER large laser and two ER medium
lasers.

He means that both A and B in your original post are mounting 2 ER Large Lasers, 1 Gauss Rifle and 1 ER Medium Laser. They do not appear different.

Story wise, it doesn't do much to stand apart from the Summoner. Rather, it seems like a Wolverine Summoner. As close as they could get. There's not much fluff text behind it.
On a more personal level, I never liked the Summoner. The Timber Wolf is a very precarious machine that manages to be a star while riding the edge of performance curve. The Summoner is more hit or miss, and could be done better and cheaper with change...or so it seems to me at first look . I'm a bit at a loss in general, since I don't play the Clans often, and the Timber Wolf is, and probably forever will be, a 'Mech that not much can live up to in my mind.
So, making a probable mistake, I'll treat this like I would an IS design. It's too big, and too expensive. Especially for what should be a Clan with a weak economy and few production facilities. I never liked it when Clans had XLs and other such high tech toys in second line 'Mechs, and I find it hard to believe that a Clan on the run (or in hiding) could do much to create new designs with such massive costs to it. Yeah, it COULD be done. But it stretches plausibility. A 4/64 with normal engine would fit better. Ferro armor is standard, but the endo steel is pushing it. It's hard to repair in the field, comparatively, since it's harder to get the stuff to repair it. Standard frame is pretty easy no matter your industrial base.
The configurations are okay, it's an Omni, so really, they're suggestions. In general, a Clan in distress should focus on energy weapons, and making them count. ECM is good. As is targeting computer. Streak Missiles are acceptable, but other ammo weapons much justify their necessity by being the only way to handle a situation.
I guess in short, I don't really like it all, and was holding to the old axim of "If you can't say something nice." Sorry. ^^; A lot of it is personal prejudice against a 'Mech that big trying to be that fast, and especially being so similar to something that's already designed and in production. This design needs a story, and fluff. It might be able to justify both it's heavy cost and similarity with such, but it's an uphill battle.

It essentially *IS* a Summoner because the Wolverine lower castes are still in contact with the other Clans' lower castes in some cases. They have certain tech from the clan development, but not everything. Also, in their centuries of exile they have colonized a trio of primary worlds, one with a rich asteroid belt in which have been built factories for the creation of Endo Steel and also Shipyards for the manufacture of Warships. Since the Clans do not use money, I ignore costs when building a Clan mech. And since this isn't a second line mech, the XL is acceptable as well.
I think I covered all of your points, if not slap me with it again.

Well, actually, the Clans DO use money, the 'Kerensky', unless they have enslaved the lower castes. And yeah, if they could stay quiet, and build up, they do have enough time to do this. I concede that point.
I still wonder why not simply make a Summoner instead of this, still. They're similar, they already have the information on the Summoner, why the difference? One would assume the difference was due to them not being able to duplicate it completely. But then, the amount of similarity seems off. For not being able to completely duplicate it, they get close. What was the deciding factor?
I suppose it could be that they heard about the Summoner, and rather than getting specs, tried to build one. But then, you should really play up the visual differences. After all, they might know the weapons load out of the Summoner, but have they ever seen one? And even if they had, would they care?
But yeah, you hit most of my points so far.

Ok, I learned something new... everything I've read suggests that the Clans don't use money except in certain extreme circumstances. Especially not the way everyone else uses money.
And yes, they have partial specs on the Summoner, not enough to exactly duplicate it, but also as all "engineers" do the Wolverines responsible for this design followed their own methodology and priorities.
A lot of the comes from my struggle to create unique mechs with flavor for use in this timeline of mine
I don't want everything to be just another T-Wolf riding the storms of battle.

Yeah, but I can't help myself from thinking that the Timber Wolf is really god's gift to OmniMechs. *chuckles*
And yeah, the Clans use money for their lower castes, and for basic trades. Not everything is worth a trial. That's how the Sea Fox/Diamond Shark Clan stakes its power, mercantile ability.
