A person with the naturally hindered quirk handicap negative trait has difficulty mastering a specific skill; this quirk handicap is the opposite of natural aptitude; naturally hindered and natural aptitude traits of a same skill can cancel each other. This trait is worth -100 XP, and a person that has it for a specific skill rolls 3D6 and uses the lowest 2 dice for that skill roll.

You basically just re-created the "Slow Learner" negative trait from 3rd edition.

Slow Learner held it that a person needed more skill points in any given skill to get a bonus compared to a person who didn't have it.

No, this isn't another version of the Slow Learner trait. Naturally hindered is basically the "screw up" trait for a particular skill.

Why not just, say, permit negative skill points and negative points bonuses?

That's what I do.

The trade-off is that for each negative skill point a character voluntarily takes, they can get a positive skill point elsewhere. The idea is that in real life, you *do* have people who sometimes focus on one skill or set of skills to the detriment of just about everything else.
