(Bear in mind that I'm still using 3rd edition Mechwarrior.)
For the upcoming campaign, here's what I'm looking to do.
I've got a number of campaign goals put in place for the party to achieve, above and beyond their regular batch of missions and whatnot.
For each goal they complete, or each portion of a goal, I was looking to give them some XP.
For example, one outstanding goal is "convince people to settle in a region that the party has helped secure." I was thinking of giving each character 20 XP per adult looking to settle (including said character), 10 XP per child looking to settle, 20 XP if the people intend to build a minor structure (such as a house), and 50 XP if the people intend to build a major structure (such as a medical clinic).
Or if they can find and secure a location for a separatist group to retreat to in order to end some infighting, it'll be 100+ XP.
Et cetra.
Too generous, or a good idea to get the party focused?
Thanks. _________________ "I wish I could write as mysterious as a cat." -Edgar Allen Poe"I knew there was something special about you, but I never realized you were really a cat." Wolfwood to a random cat (Trigun)

Rough chart:
Encourage people to settle in the reclamation area
*20 XP per adult who agrees to settle (including the PC)
*10 XP per child who agrees to settle
*20 XP per basic structure that the settlers agree to build (such as a house)
*50 XP per key structure that the settlers agree to build (such as a school)
*100 XP for clearing out a new area for potential reclamation
*100 XP for convincing a separatist group to claim one of those new areas for themselves
*5 XP per 30 minute block of programming each party member can create for the reclamation area's radio station so as to help keep it on the air.
Counting Coup
*50% XP bonus if the party convinces an OPFOR member to surrender rather than fight (the bonus goes away if even one shot is exchanged)
*1000 XP bonus per enemy dropship captured rather than destroyed
*100 XP for convincing the separatist leader's wife to abandon him
*10% XP bonus if the party defeats an OPFOR member through unconventional means _________________ "I wish I could write as mysterious as a cat." -Edgar Allen Poe"I knew there was something special about you, but I never realized you were really a cat." Wolfwood to a random cat (Trigun)

The general idea is to get the party interested in more than just the hack & slash of the game.
If they get XP bonuses for doing things like this, then perhaps it'll encourage the party to think long-term and help reduce the temptation to let violence be their answer to everything.
Furthermore, by helping get that area reclaimed and by spotting other areas for reclamation, the party will be helping get the planet back in one piece. _________________ "I wish I could write as mysterious as a cat." -Edgar Allen Poe"I knew there was something special about you, but I never realized you were really a cat." Its a good idea. Combat tends to be easy and quick source of xp. This gives that extra needed edge for non-combat encounters. _________________ one must work hard to cultivate the mind and body. and one must always cultivate the mind.
