Overview:
    Its existance was designed to support the brilliant new Kabuto design which was suppost to
    sweep every other light mech off the field. The fact it was designed means that the sake the
    Kabuto's designers were drinking eventually wore off, and they realised that it needed a
    long range support unit that could keep up. Something fast enough to keep up with the
    Kabuto, but at the same time built around a single big gun like the opposing Steiner
    Hollanders are.
    
    
    
    Its big weapon was mainly picked by the fact that every DCMS unit has Panthers, which means
    every DCMS unit has spare ER PPCs somewhere, or at least spare PPCs from refiting their
    Panthers up to the ER PPC.
    
    
    
    Its lack of infantry killing weapons, and the Kabuto's lack of infantry killing weapons mean
    that yet a 3rd design would have to exist to create the ultimate cheap scout lance.

Capabilities:
    Basically an armoured ER PPC, with a pair of small lasers just in case you need that extra
    punch in close. Its nothing special really, but it can be a handy design in an open field
    battle.  As any scout mech that can move this fast can manage to get a lot of shots against
    retreating enemies and an ER PPC will guarenty that it will kill the odd scout mech.
    
    
    
    Its a direct challenge to Hollanders as not only is its big weapon not ammo dependant, this
    Cicada variant happens to be able to walk faster forward than a Hollander can abandon the
    field at a sprint.

Deployment:
    Found in units that have the displeasure of fielding Cicadas in any number. Its the refit of
    choice for all Cicadas except for the ones that already have a PPC to begin with. Also
    assigned to where ever the Kabuto is sent.
